Subject

For two decades, the procurement of public services has been engaged in a process of intensive changes, particularly in Europe . Both at the local and national levels, public authorities have been willing to introduce new regulatory regimes and to modify the procurement procedures. In this context of reforms, introducing competition for the market through competitive tendering is often seen as a tool for decision makers to allow private sector participation and to improve the performances of public sector services.

This workshop intends to provide fruitful discussions on the practicability and efficiency of these awarding mechanisms for public services provision. The objective is to initiate a European network of PhD students and young scientists interested in this specific type of issues. Papers presented may be theoretical or applied to various sectors (transport, energy, urban services, telecommunicationÖ.). The workshop format will be designed to facilitate informal interactions among participants and promote future collaborations.
